Steps to add a photo to multiple users at the same time:

Go to the Mass Chatter Photo Utility App and click on the Mass Chatter Photo Utility Tab.
For Profile Photo Upload, select file name type (e.g. Email)
Rename images as email+(.)+file extension which user wants to upload (e.g. test@gmail.com.png)
Turn on the Apply to all matches toggle and Browse File using the Upload Files Button
Review and confirm the warning popup.
Now in the below image, you can see the matching user’s profile photos are successfully updated.
