Please follow the below steps to assign View all custom settings permission in the permission set:

Go to setup -> Enter Profiles or Permission Sets in the quick find box.
Click on the name of the profile or permission set that you want to edit.
Click on System Permissions.
Save after checking the View all custom settings permissions box.
