Please follow the below steps to assign View all custom settings permission in the permission set: 

• Go to setup -> Enter Profiles or Permission Sets in the quick find box.
  
• Click on the name of the profile or permission set that you want to edit. 
• Click on System Permissions. 
• Save after checking the View all custom settings permissions box.
