Please Customize My Tabs to select the new tabs and Save them. Once done, new tabs (Mass Assign Apex Class and Mass Assign Visualforce Page) will appear in the Mass Assign Permissions app.

Please make sure to set Default On as Tab visibility on desired profiles. 

Also, ensure that respective underlying Visualforce pages are enabled for desired profiles.
