Yes, It is possible to set different default language.

Steps to set the Default language of Form other than English:

Go to the About Update Client Details tab in the Update Client Details app.
Click on Step 7 and select the language in the “Select Default Form Language” dropdown, and choose the language from the available options.
Hit the Save Button

Now the user will receive the Update form with the default language selected.
