Yes, you can upload a profile photo to the user’s who don't have a profile photo.

Steps:

Go to the Mass Chatter Photo Utility App and click on the Mass Chatter Photo Utility Tab.
Click on Upload Profile Photo and select file name type (e.g. Email).
Rename images as email+(.)+file extension which user wants to upload (e.g. test@gmail.com.png)
Turn on the Only Apply to Users with no Profile Photo toggle and browse File using upload files Button.
Now in the Profile Photo Utility tab, you can see the profile photo uploaded successfully. like the below image.
