Yes, you can download it in export sheet on your local computer.
Steps to download permissions:
- Go to Mass Assign Field Permissions Tab
- Select Object > Select Profile or Permission Set > Select field
- Click on fetch Field Permissions button
- Click on the Export to Excel button.
- It will download the permissions in sheet like the below image
- The excel sheet will look like this
