Yes, the user can select multiple records of standard/custom objects using ListView, Records Name, or Advanced Search SOQL and then upload files to them.
We have 3 search modes that you can use as per your requirements:
1. ListView - Using the listview option selected listview of the selected object as per your requirement and upload files from your computer using the "Upload Files" Button, as shown below
2. Search - In the search option you can search selected object records and then in the selected record you can upload bulk of files using the "Upload Files" button as shown in the below image
3. Advanced Search (SOQL) - Here you can add SOQL as per your requirement and then Upload Files.
