This error occurs when some files are set with Visibility = InternalUsers, but Communities (Digital Experiences) are not enabled in the destination org. Salesforce only allows the InternalUsers
visibility option if Communities are enabled; otherwise, only AllUsers
is supported.
Solution: To fix this issue,
Enable Communities (Digital Experiences) in the destination org (Setup → Digital Experiences Settings → Enable Digital Experiences)
1. Go to Setup → search Digital Experiences | Settings.
2. Check Enable Digital Experiences.
3. Enter a domain name (e.g., yourcompany.force.com) and click Save.
Once corrected, the migration will proceed without stalling on these files.
