Once payment is made, licenses will be issued within an hour during IST working hours i.e. 9 AM to 9 PM IST, or on the next working day if the form is submitted outside those hours.
The licenses will be provided for the specified Production Org and its associated Sandboxes. So after making payment install the Application in your production org where you want to allow licenses.
