Classic Notes

Classic Notes can be downloaded in the format they are in Salesforce, they can't be downloaded into CSV.
The CSV option only contains the name of the notes, the created date, the owner, and further information, but not the content.

Lightning Notes

Lightning Notes can be downloaded.
The text content of Lightning Notes can also be included in the CSV export under the Text Content column.
However, the CSV contains plain text only, not rich formatting.
